New Laws Effective July 1, 2010
The Construction Contractors Board (CCB) reminds contractors that several laws affecting their business become effective on July 1, 2010.
Proper Endorsement:
As you know, in 2007, laws were passed separating the licensing system for residential and commercial construction contractors.
New contractors were required to choose an endorsement beginning July 1, 2008 and existing contractors were transitioned into the new endorsement system during their renewal.
With the transition period coming to an end, all construction contractors must be properly endorsed for the type of structures(s) they perform work on beginning, July 1, 2010.
Nearly all CCB licensees have been transitioned to the new licensing system. However, there are a small number of contractors that have not chosen an endorsement. The CCB sent letters to these businesses along with an endorsement change form.
Contractors that fail to make the change by July 1, 2010, or contractors working on a structure without the proper endorsement, put their business at risk. Violations could result in a civil penalty of up to $5,000.

Certified Locksmith:
In 2009, the Oregon Legislature passed a law requiring locksmiths in Oregon to become certified. The locksmith industry supported this law to help protect consumers and increase professionalism.
Beginning July 1, 2010, locksmiths must be certified by CCB and businesses that advertise, offer, or provide locksmith services must:
1. Have a CCB license; and
2. Have the individual performing the locksmith service be certified by the CCB.

Workers’ Compensation Required for all Commercial Contractors:
If you are a commercial contractor who previously did not need workers’ compensation insurance, you must now purchase workers’ compensation insurance by July 1, 2010. This requirement is a result of House Bill 3242 passed by the 2007 Legislature.
